The State Report on Transportation |
We are pleased to share the new 2026 State Report on Transportation (SRT). The SRT contains three important documents: the Final FY 2026 - FY 2031 Consolidated Transportation Program (CTP), the new annual Attainment Report (AR) on Transportation System Performance, and Maryland’s Long-Range Transportation Plan (The Playbook). Every year, MDOT submits the State Report on Transportation to the Maryland Legislature on the third Wednesday in January as part of the Governor’s budget submission. This year, these reports were submitted to the Maryland General Assembly on Wednesday, January 21, and can be found at: www.ctp.maryland.gov. FY
2026 - FY 2031 CTP
MDOT released its $22.1 billion Final Consolidated Transportation Program (CTP) for Fiscal Years 2026 to 2031, outlining a balanced funding plan that prioritizes safety and reliability while driving economic growth
statewide. The Final CTP is broadly consistent compared to the Draft CTP, thanks to Governor Moore’s leadership and the General Assembly passing about $400 million in additional transportation revenues last legislative session. The Department is utilizing these additional state dollars as a match to unlock more federal funding.
2026 Attainment Report on Transportation System Performance
MDOT is responsible for building, operating, and maintaining a safe and sustainable multi-modal transportation network. To accomplish this, the Maryland Transportation Plan (MTP) establishes a 20-year vision through a series
of statewide goals and objectives and the Attainment Report assesses progress annually through transportation system performance. The performance measures align with the new goals, objectives and guiding principles in the Playbook.
In January 2024, MDOT published the Maryland Transportation Plan (MTP), also known as "The Playbook," which is Maryland’s long-range transportation plan. The MTP guides the state's vision, corresponding policy, and
investment priorities for the next 20 years. The Playbook outlines Maryland’s vision to provide safe, reliable, accessible, equitable and sustainable transportation options to Marylanders across the state.

MDOT's Transportation Demand Management (TDM) Corridor Pilot
The Maryland Department of Transportation (MDOT), through its Commuter Choice Maryland Program, announced a new transportation demand management initiative designed to promote
alternative transportation options for businesses and commuters along a five-mile segment of MD 295, helping improve travel reliability amid impacts from the collapse of the Francis Scott Key Bridge. The MD 295 pilot program will partner with employers to encourage alternatives to driving alone. Through targeted outreach and employer
engagement, MDOT will educate businesses and employees on available commuting options and incentives. The initiative is designed to help employers along the corridor, between West Nursery Road and I-95, offer commuter benefits that support employee retention while identifying which strategies have the greatest impact on easing congestion. The MD 295
corridor is home to a diverse mix of work sites, including schools and medical facilities that support essential services. Since the Key Bridge collapsed nearly two years ago, the corridor has experienced reduced travel reliability and slower speeds. MDOT has adjusted construction schedules, modified traffic patterns and introduced new incentives to ease congestion and improve safety. The corridor pilot builds on those efforts by promoting commuting alternatives. As part of the initiative,
MDOT will host a virtual informational workshop on January 27, 2026, at 11:30 a.m. Employers may register here. Employers in the corridor can participate by taking four simple steps: - Register for the virtual workshop to indicate interest in participating in the pilot,
- Work with MDOT to assess current commuting patterns through an employee survey,
- Implement and promote commuter benefits
with MDOT’s free support, and
- Conduct a follow-up survey to identify and share outcomes and key takeaways.

Ride Together Rewards: Transit Incentives Programs
Good news, Baltimore commuters! The Maryland Department of Transportation’s (MDOT) Commuter Choice Maryland recently expanded its Ride Together Rewards Program to include a new Baltimore Transit Incentive
Program. First-time transit users and employers in the Baltimore region can take advantage of exciting new incentives to try transit and save money! For
Commuters: First-time transit users can download the CharmPass mobile app, do a quick program sign up, and receive free transit passes to experience the benefits of riding transit during select promotional periods (February 1 - 8, March 1 - 8, April 1 - 8). For Employers: Employers in the Baltimore region can
receive up to $3,000 ($1,000 per month for three consecutive months) through the FareShare program to purchase transit passes for their employees. As an added benefit, participating employers will be automatically enrolled in the Commuter Choice Maryland Employer Partner Program, which provides access to free resources, tools and recognition for

Grants: the Grants Road Show and Urban Tree Opportunity
MDOT's 2026 Grants Roadshow MDOT's 2026 Grants Roadshow
kicked off on January 12 at MDOT Headquarters. This year, MDOT will again be hosting a series of workshops across the state which will provide an opportunity to increase awareness of MDOT grant opportunities, connect with eligible organizations and meet applicants to provide hands-on, in-person technical support. The January event recording can be found here, which is also where you can find information about grant opportunities and dates for upcoming events in March. The MDOT Urban Tree Grant Program The MDOT Urban Tree Grant
Program is open for applications supporting tree planting in urban areas impacted by transportation projects. Funding up to $5,000 per planting project is available, with additional support for approved pocket forest efforts. Applications are
accepted on a rolling basis, with key deadlines of January 15 for spring planting and July 15 for fall planting. Applications must be submitted through the OneStop portal and include county Forestry Board signoff.
