The Draft Consolidated Transportation Program
Draft FY 2022 - FY 2027 CTP Report
The Consolidated Transportation Program (CTP) is Maryland's six-year capital budget for transportation projects. The CTP contains projects and programs across the Department. The MDOT just released the Draft FY 2022 - FY 2027 CTP Report. To read the Draft report, click the button below.
Fall Tour Meetings

Bikeways Grants & Outreach
The Kim Lamphier Bikeways Network Program, which is administered through the Maryland Department of Transportation (MDOT), offers grant assistance to local jurisdictions and state agencies to improve safety, enhance multimodal connectivity, and fill missing links in the State’s bicycle network. MDOT is pleased to announce $3.38 million in FY 2022 Bikeways Program awards to sixteen projects, which will close gaps in the Maryland’s bicycle network.
Founded in 2011, the Kim Lamphier Bikeways Network Program has provided state transportation funding for the planning, designing, and construction of bicycle infrastructure, including bike lanes and shared-use paths. Since the program’s inception, every county in Maryland has received a Bikeways award totaling $24 million for 158 projects, of which 123 projects have been completed.

Commuter Choice Maryland Partner Program
The Maryland Department of Transportation’s (MDOT) Commuter Choice Maryland program is seeking to partner with state and local organizations, nonprofits and private sector companies across Maryland for its new Commuter Choice Maryland Partner Program.
Through the program, Commuter Choice Maryland partners with organizations to help them promote commuter benefits, and also recognizes employers across the state who are leaders in promoting alternative commuting options and benefits. These partners are helping Maryland achieve important goals such as, reduced traffic congestion, cleaner air and fewer greenhouse gas emissions, as well as increased economic
opportunity.
Maryland organizations, agencies, businesses, and public/private entities who partner through the Commuter Choice Maryland Partner Program will receive benefits including:
Other benefits of Commuter Choice Maryland can include access to the Maryland Commuter Tax Credit program, available to employers who provide employees with certain options and incentives.

We are in the midst of an exciting and revolutionary time for electric vehicles (EVs). As more new models hit showrooms at increasingly lower prices, more car buyers are catching on to how fun, safe, economical, and environmentally friendly they are. EV sales have been accelerating for years, and experts predict that by 2040, more than half of all new cars sold in the US will be electric. If you live in Maryland, there are plenty of reasons to get energized about flipping the
switch to EVs. Combined with federal incentives, state, and local utility incentives, and benefits like reduced fuel costs, easier maintenance, and a better driving experience, it’s never been easier to get plugged into the power of EVs. Walking is an activity that’s part of daily life for many Marylanders, and is recognized as a healthful transportation choice. In fact, walking is Maryland’s official State exercise! But with issues of pedestrian safety and access, many communities recognize walking – and improving the walkability of our neighborhoods – are goals that require public attention and action.
Join us for Maryland’s second annual WALKTOBER, a month where the Maryland Department of Transportation (MDOT) and partnering agencies will promote and host events and webinars. These events and webinars will spotlight Maryland pedestrian safety, health, as well as commuting options in current walk programs and initiatives.
Throughout October, working in coordination with several state agencies and other partners, MDOT will share informational resources and a series of free webinars – or Walkinars – that are open to all. The month also includes Walk Maryland Day on October 6th, a celebration that encourages all Marylanders to step out to enjoy walking or some other form of physical activity.
Throughout Walktober, you can learn how to support walking and walkability in your community, and how to partner with others to help identify and address issues related to safety and accessibility across the state.

Additional OPCP Initiatives
Maryland State Rail Plan
The Maryland Department of Transportation (MDOT) is updating the Maryland State Rail Plan. State rail plans are required by the federal Passenger Rail Investment and Improvement Act of 2008 (PRIIA), and the Fixing America’s Surface Transportation Act (FAST Act) of 2015, which specifies that state rail plans be updated every four years. Beyond the federal requirements, the Plan will outline public and private investments and policies that will ensure the efficient, safe, and sustainable
movement of freight and passengers by rail. The Plan’s comprehensive list of rail projects will enable MDOT to work strategically with private railroads and other stakeholders to address rail needs and support where possible.
Maryland State Freight Plan
The MDOT is updating the Maryland State Freight Plan. The Maryland State Freight Plan will examine existing and projected freight and supply chain conditions in the State and identify policy positions, strategies, and projects that can improve the efficiency and safety of freight movement throughout Maryland. The Maryland Freight Plan is updated every five years, with the current plan, the Maryland Strategic Goods Movement Plan, published in 2017. A safe and reliable freight system is critical to Maryland’s supply chain, and can lead to lower costs for goods needed by consumers and companies to
support a high quality of life and successful economy. Ensuring Maryland’s network of highways, railways, waterways, airports, and ports are prepared to handle current levels of freight movement, as well as anticipated future growth, is a significant MDOT priority. A revised draft, reflecting this input, will be submitted to the Federal Highway Administration in Spring 2022, with approval expected in late 2022.
