The MDOT's Secretary's Office, Office of Planning & Capital Programming
The Maryland Department of Transportation’s (MDOT) Office of Planning and Capital Programming is part of the Secretary's Office and is responsible for high-level and innovative planning of numerous initiatives, programs, and projects for Maryland’s transportation system, as well as developing the annual capital transportation budget, which is part of the State Report on Transportation.

Bikeways Grants & Outreach
Kim Lamphier Bikeways Network Program
The Kim Lamphier Bikeways Network Program provides grant support for a wide range of bicycle network development activities. The program supports projects that maximize bicycle access, fill missing links in the state’s bicycle network, and enhance last-mile connections to work, school, shopping and transit. The Bikeways Program seeks to leverage past investments in bicycle facilities, complement existing state, local, and federal programs, and promote biking as a fun, healthy transportation
mode. Last year, MDOT awarded $3.8 million to 19 projects for the design and construction of protected bike lanes and shared-use paths.
MDOT FY 2022 Grants Webinar
The Maryland Department of Transportation (MDOT) will host a webinar to discuss grants available for FY 2022 on Thursday, February 18, 2021 at 10 am (EST). The webinar will review several funding opportunities, including the national Transportation Alternatives, Safe Routes to School, and Recreational Trails programs, as well as grants through the Maryland Highway Safety Office, MDOT Kim Lamphier Bikeways Network and Statewide Transit Innovation Grant programs.

Bikeways Project Public Outreach
With the State of Maryland continuing to operate under an Elevated Level II status due to the COVID-19 pandemic, public outreach on infrastructure projects continues to be challenging. However, MDOT remains committed to providing the information, tools, and resources needed to advance state goals for safety and connectivity. The interactive Bikeways project map now has links to project-specific sites so that the public can learn more about these projects. Websites for new Bikeways projects include The Indian Head Rail Trail Extension Feasibility Study and The Wolfe-Washington Bikeway Study.

MDOT's Work with ZEEVIC
In December 2020, the Zero Emission Electric Vehicle Infrastructure Council (ZEEVIC) released its Annual Report highlighting achievements, activities, and policy recommendations that support
Maryland’s ZEV and infrastructure goals. As of January 31, 2021, Maryland has nearly 30,000 ZEVs registered, over 950 charging stations, and more than 2,500 charging outlets. ZEEVIC's next meeting is on March 17th, and all meetings are open to the public. Find meeting information and ZEVs resources here.
Maryland ranked 4th by The American Council for an Energy-Efficient Economy
The American Council for an Energy-Efficient Economy (ACEEE) ranked Maryland as the 4th best state in efforts to prioritize Electric Vehicles (EVs), behind only California, New York, and Washington, D.C. The ACEEE State Transportation Electrification Scorecard evaluated each state’s progress to the electrification of their transportation network and scored the states in six areas, including:
- EV & EV Charging Infrastructure Planning and Goal Settings
- Incentives for EV Deployment
- Transportation System Efficiency
- Electricity Grid Optimization
- EV Equity
- Transportation Electrification Outcomes
Maryland was also identified as a policy leader for incentives for EV deployment. The report can be found here.
ZEV State & Local Collaboration
In October 2020, we heard from state agencies, county and municipal staff, elected officials, and many others in the Maryland ZEV Collaboration Webinars. We greatly valued the opportunity to speak with our local partners, share information about some state agency-led ZEV programs, and, most importantly, learn about opportunities and challenges for locally-led ZEV projects and programs. Funding Opportunities for EV Chargers and Electric School Buses
The Volkswagen funding window for EV charging infrastructure is open until March 5. MDE, in coordination with the Maryland Energy Administration, has announced the details for the Electric Vehicle Supply Equipment (EVSE) application, under Maryland’s Volkswagen Mitigation Plan. Funding is available for installation of EV charging infrastructure at workplaces and State-owned sites, and for installation of DC Fast Charging along alternative fuel corridors and at charging Hubs. MEA and MD Clean Cities are supporting the US DOE's Mid-Atlantic Electric School Bus Experience Project (MEEP) and are seeking schools, school districts, and school transportation contractors interested in deploying one or more
electric school buses into their regular transportation service for a six to eight week demonstration within the next three school years. Interested fleets should apply as soon as possible. The State Report on Transportation
|
The State Report on Transportation contains three important documents: the Maryland Transportation Plan (MTP), the Consolidated Transportation Program (CTP), and the annual Attainment Report on Transportation Performance (AR). Every year, MDOT submits the State Report on Transportation to the Maryland Legislature by the third Wednesday in January as part of the Governor’s budget submission. These reports were submitted to the Maryland General Assembly on
January 20, 2021, and can be found at: www.ctp.maryland.gov.

| The Maryland Transportation Plan (MTP) is the Department of Transportation’s long-range (20-year) vision for
transportation in Maryland, and is updated every 4-5 years.

The Consolidated Transportation Program (CTP) is the six-year transportation budget, which presents detailed listings and descriptions for the capital projects proposed for construction or development and evaluation.
|
| The annual Attainment Report on Transportation System Performance reports on the performance of Maryland’s
transportation system, focusing on the goals adopted in the MTP. The AR measures progress toward achieving strategic goals and targets identified in the MTP through the investments outlined in the CTP.

Thank you to all of our partners who helped host and promote the campaign; the presenters who provided exciting and informative sessions on pedestrian safety, health, tools, and initiatives; and the countless Marylanders who participated in the Walkinars or joined by walking on Walk Maryland Day. We hope that these Walkinar sessions helped generate some new ideas and energy to support walking and walkability in your communities. If you missed

Commuter Choice Maryland: promoting tools and resources for lower cost, less stressful alternatives to driving alone
Commuter Choice Maryland is MDOT's travel demand management program. By promoting ridesharing, public transportation, walking, biking, teleworking, and alternative work schedules, the program helps to reduce congestion and enhance the quality of life of all Marylanders. Through the use of quarterly webinars and newsletters, resource toolkits, outreach events, and an information-rich website, Commuter Choice Maryland provides information to business owners and commuters to help them save
money, reduce stress, and improve air quality.
During these unique times, telework has become an essential way to do business, as many employers are still encouraging their employees to work remotely. Commuter Choice Maryland has put together tips for teleworking to keep you safe, healthy, and productive.

Since 2007, Maryland has worked to address the threat of climate change on the State and is considered a national leader in the reduction of Greenhouse gas (GHG) emissions.
Maryland, with the passage of the Greenhouse Gas Reduction Act (GGRA), has established an ambitious goal of reducing statewide GHG emissions by 40 percent from 2006 levels by 2030. With the transportation sector accounting for 36 percent of GHG emissions, MDOT, in coordination with MDE and other key partners, has identified strategies with the GGRA Plan that will reduce transportation emissions and support Maryland’s “40 by 30” goal. MDOT is currently working on updating the 50-year Statewide Transit Plan, the Maryland State Rail Plan, and the Maryland State Freight Plan, all of which are collaborative and coordinated efforts. To stay informed on progress and to provide feedback, please click on the buttons below.
Statewide Transit Plan
The Statewide Transit Plan (STP) will provide a 50-year vision of coordinated local, regional, and intercity transit across the State. This plan will define public transportation goals and strategies for Maryland’s rural, suburban, and urban regions with a vision toward increasingly coordinated, equitable, and innovative mobility.
Maryland State Rail Plan
The Maryland Department of Transportation (MDOT) is updating the Maryland State Rail Plan. State rail plans are required by the federal Passenger Rail Investment and Improvement Act of 2008 (PRIIA), and the Fixing America’s Surface Transportation Act (FAST Act) of 2015, which specifies that state rail plans be updated every four years. Beyond the federal requirements, the Plan will outline public and private investments and policies that will ensure the efficient, safe, and sustainable
movement of freight and passengers by rail. The Plan’s comprehensive list of rail projects will enable MDOT to work strategically with private railroads and other stakeholders to address rail needs and support where possible.
Maryland State Freight Plan
The Maryland State Freight Plan will examine existing and projected freight conditions, and identify policy positions, strategies, and freight projects to improve freight movement efficiency and safety.
The State Freight Plan Update will:
- Meet the latest federal freight planning requirements
- Update a comprehensive overview of freight movement in Maryland
- Expand insights into the latest freight supply chain or technology influences
- Identify policy needs and strategies to ensure the efficient movement of freight in Maryland
- Identify freight project priorities and related investment plans for a five-year forecast period
- Be a collaborative effort amongst freight stakeholders as well as with state, regional and local partners
- Coordinate with existing/ongoing plans and resources
