you can stay informed about your specific areas of interest. We understand, due to COVID-19 circumstances, that most employers are requiring or strongly encouraging their employees to telework. What is the MDOT's Secretary's Office, Office of Planning & Capital Programming?
The Maryland Department of Transportation’s (MDOT) Office of Planning and Capital Programming is part of the Secretary's Office and is responsible for high-level and innovative planning of numerous initiatives, programs, and projects for Maryland’s transportation system, as well as developing the annual capital transportation budget.
Key initiatives include:
- Commuter Choice Maryland
- Bicycle and Pedestrian initiatives and grants
- Planning for emerging technologies, such as Zero Emission Vehicle and Connected and Automated Vehicles
- Climate Change and Air Quality initiatives
- Producing various long-range plans and reports including the Maryland Transportation Plan (MTP), the Consolidated Transportation Program (CTP), the Attainment Report (AR), and so on.

Commuter Choice Maryland: providing lower cost, less stressful alternatives to driving alone
|
Commuter Choice Maryland is MDOT's travel demand management program. By promoting ridesharing, public transportation, walking, biking, teleworking, and alternative work schedules, the program helps to reduce congestion and enhance the quality of life of all Marylanders. Through the use of quarterly webinars and newsletters, resource toolkits, outreach events, and an information-rich website, Commuter Choice Maryland provides information
to business owners and commuters to help them save money, and reduce stress, and improve air quality.
During these unique times, telework has become the new normal, as many employers are requiring or strongly encouraging their employees to work remotely. Commuter Choice Maryland has put together top tips for teleworking to keep you safe, healthy, and productive. Click on the image to see the full screen version:

Walking & Biking: creating safe, healthy, and economical ways for Marylanders to reach their destinations and stay active
Communities that are bicycle and pedestrian friendly are communities that are more livable. MDOT continually works to improve the safety and access for people walking and biking in Maryland. Through targeted transportation planning initiatives, OPCP promotes projects and programs that support walkable and bikeable communities across the State.
Key program areas include:
The MDOT grants webinar was held on February 25, 2020 to provide an overview of the grants available for FY2021 including Transportation Alternatives, Safe Routes to School, Recreational Trails, Bikeways, Highway Safety and Statewide Transit Innovation. A recording of the webinar is available on MDOT’s YouTube channel here.
A new initiative is underway to extend and strengthen partnerships on walkability. On June 3, 2020, MDOT will host a Walk Summit. More information on the summit and registration links will be forthcoming.

Emerging Technologies: how automated, connected, electric, and shared vehicles will impact the future of transportation
MDOT and OPCP continually work with our public and local partners to better understand the impact of emerging transportation technologies on our State. New and innovative solutions will help shape the future of Maryland's transportation system to make it more reliable, sustainable, and equitable.

The Link Between Transportation Planning & Environmental Planning: Maryland’s air quality and greenhouse gas emissions
OPCP is responsible for long-range transportation air quality and climate mitigation planning. Working closely with regional Metropolitan Planning Organizations, State agency and other partners, OPCP conducts federally required air quality transportation conformity modeling for ozone. OPCP also estimates the impacts that our transportation plans, programs, and projects will have on greenhouse gas emissions and works closely with the Maryland Department of Environment to document
strategies to mitigate transportation greenhouse gas emissions.

The Consolidated Transportation Program: the six-year budget for Maryland transportation projects
The Consolidated Transportation Program (CTP) is the six-year budget for State transportation capital investments across Maryland. The CTP provides information about capital projects and programs involving new, expanded, or significantly improved facilities or services. Efforts may involve planning, environmental studies, design, right-of-way acquisition, construction, or the purchase of essential equipment related to the facility or service. An expanded description is shown
for each major project, along with a list of minor capital projects.

The Maryland Transportation Plan & Attainment Report: keeping Maryland citizens up to date on current MDOT initiatives
Every five years, MDOT develops a 20-year vision, or long range plan, for transportation in the State. This document, known as the Maryland Transportation Plan (MTP), outlines the State’s overarching transportation priorities and helps create a larger context for transportation decision-making.
MDOT’s annual Attainment Report on Transportation System Performance (AR) measures progress toward achieving strategic goals and targets identified in the MTP through the investments outlined in the CTP. Using over 50 performance measures across the Department, the report details MDOT’s progress in improving safety, facilitating economic opportunity, and improving our quality of service. This past year, MDOT has taken several
significant steps towards improving the entire transportation network through targeted investments, innovative project delivery, and the use of Practical Design.
The State Report on Transportation contains three important documents: the Maryland Transportation Plan, the Consolidated Transportation Program (CTP), and the annual Attainment Report on Transportation Performance (AR). Every year, MDOT submits the State Report on Transportation to the Maryland Legislature by the third Wednesday in January in advance of the Maryland General Assembly.
