$1.8M in Safe Streets and Roads for All Funding Awarded Across Maryland
U.S. Department of Transportation Secretary Sean P. Duffy
announced new funding to improve roadway safety nationwide, supporting projects such as safer intersections, roundabouts, sidewalk upgrades, and enhanced emergency response. In Maryland, approximately $1.8 million was awarded through the Safe Streets and Roads for All (SS4A) competitive grant program to advance locally driven strategies that reduce serious
injuries and fatalities for all road users. Projects awarded include: - Harford County Highway Infrastructure Safety Engineering Studies
($560K)
- A Safety Action Plan for Talbot County ($240K)
- Health Impact Collaborative - Enhancing Baltimore’s Safety Action Plan ($642K)
- The City of College Park Safety Action Plan: Supplemental Funding to Study Micromobility Impacts ($400K)
New MDOT Applications Under Active Consideration
Economic Promise on the Potomac - Strengthening Canal and Trail Town Economies in Western Maryland and West Virginia’s Eastern Panhandle.
MDOT, in coordination with the Eastern Panhandle Regional Planning and Development Council (Region 9), has submitted a $500,000 federal funding request through the Appalachian Regional Initiative for Stronger Economies
(ARISE) program to advance coordinated planning and feasibility efforts that strengthen regional tourism assets and multimodal connectivity in Allegany County, Maryland, and Morgan County, West Virginia. |
MDOT Urban Tree Grant Program
The MDOT Urban Tree Grant Program remains open for applications supporting tree planting in urban areas impacted by transportation projects. Funding up to $5,000 per planting project is available, with additional support for approved pocket forest efforts. Applications are accepted on a rolling basis, with key deadlines of January 15 for spring planting and July 15 for fall planting. Applications must be

$2 Million Awarded to Support Purple Line Small Businesses
MDOT has awarded an
additional $500,000 to 40 small businesses impacted by Purple Line construction, bringing total program funding to $2 million in
2025 for almost 200 businesses in Montgomery and Prince George’s counties. The Purple Line Small Business Grant Program provides financial relief to businesses located near construction areas as work continues on the 16-mile light rail project, now approximately 85 percent complete. Recent
awards supported businesses along Bonifant Street in Silver Spring and near the future Takoma Langley station. MDOT encourages residents to continue supporting local
businesses during construction. The next application cycle opens March 2, 2026.
MDOT Hosts 2026 Grants Roadshow Kick-Off
MDOT
launched the 2026 Grants Roadshow with an in-person kick-off event on January 12 at MDOT Headquarters in Hanover. This event showcased upcoming grant opportunities supporting bike and pedestrian access, transit-oriented development, tree canopy expansion, bridge and rail projects, and sustainability initiatives across Maryland, while providing practical guidance on the application process and opportunities to with MDOT staff and partners. MDOT will host a series of in-person regional Grants Roadshow Workshops in March 2026, offering region-specific

Open Federal IIJA Opportunities
ATP: Airport Terminal Program (ATP) - The FAA has announced the opportunity to apply for approximately $1 billion for the final IIJA-funded round of the program. ATP supports terminal and airport-owned ATCT projects that modernize and replace aging infrastructure. Eligible applicants include all entities under the Airport Improvement Program, including public agencies,
private entities, states, territories, and federally recognized Tribes. Eligible activities include terminal development, on-airport rail access, airport-owned ATCTs, and other projects justified by civil aviation demand. Grants require a $25 million minimum request, and projects may be bundled; large and medium hubs must provide a 20 percent match, while all other airports may provide a 5 percent match. Applications are due January 15, 2026. FRA: Federal-State Partnership for Intercity Passenger Rail (FSP) - This program provides $5 billion in FY 2024–2025 funding for capital projects that reduce state-of-good-repair backlogs, improve performance, or expand or establish intercity passenger rail service. Eligible projects include rail infrastructure, equipment and facility rehabilitation, service performance and capacity improvements, new service development and associated
planning, environmental review, and final design. Eligible applicants include states, public agencies, political subdivisions, Amtrak, federally recognized Tribes, and partnerships among these entities. Applications are due February 6, 2026. BUILD: Better Utilizing Investments to Leverage Development (FY 2026) - The program makes
$1.5 billion available for surface transportation projects. Eligible applicants include states, local governments, transit agencies, tribal governments, port authorities, and multijurisdictional groups. Projects may include highway, bridge, transit, rail, port, intermodal, airport surface access, Tribal transportation, and certain aquatic-habitat culvert improvements. Federal cost share is capped at 80%, except for projects in Rural, APP, or HDC areas, which may receive up to 100% federal
funding. Applications for FY26 BUILD funds are due February 24, 2026, with awards anticipated by June 28, 2026. EDA: Public Works and Economic Adjustment Assistance Program - This program provides competitive funding to support infrastructure, workforce, and economic recovery projects in distressed communities. Eligible activities include public works construction, broadband and utilities, workforce facilities, business incubators, revolving loan funds, and economic development planning aligned with a regional CEDS. Eligible applicants include
states, local governments, Tribes, nonprofits, economic development organizations, and public-private partnerships. Applications are accepted on a rolling basis, with cost share required. *Note: Some of these federal grants are subject to ongoing federal decisions.
