The Maryland Department of Transportation (MDOT) wants to congratulate our local partners for their outstanding achievement in securing various federal grants during the past month. These grants will provide essential
funding for crucial projects, from infrastructure improvements to community development initiatives, ultimately enhancing the quality of life for all Marylanders. We celebrate these accomplishments and look forward to the positive impact these investments will have in our State. These awards include: Awarded Projects Port Security Grant Program - August 23, 2024 The Federal Emergency Management Administration (FEMA) awarded $489,000 to the Maryland Port Administration (MPA). The Implementation of Cybersecurity Resilience Enhancements for Critical Services project will enable the MPA to analyze
inter-dependencies between operating critical infrastructure and associated cybersecurity workflows, with the objective of identifying and resolving resiliency gaps in systems and networks hindering the systematic deployment of cybersecurity remediation processes at MPA Marine Terminals. Airport Infrastructure Grant Program/ Supplemental Discretionary Grant Program - September 6, 2024 The Federal Aviation Administration (FAA) awarded $19,349,912 to the Maryland Aviation Administration (MAA). The DX-DY Apron Reconstruction at Baltimore/Washington International Thurgood Marshall Airport project will reconstruct the asphalt pavement in the apron between Concourses DX and DY as well as Taxiway T between Taxiways B and C, and incorporates numerous features to improve sustainability and resiliency of the BWI Marshall Airfield, such as drainage system improvements, installation of an oil-water separator, LED light fixtures, and light-colored concrete pavement that will not contribute to urban heat island effect. Innovative Finance and Asset Concession Grant Program - September 17, 2024
The USDOT awarded $1,000,000 to MDOT's Office of Real Estate and Economic Development (ORED). The Baltimore Region Asset Scan for Springboarding Transit Oriented Development through Innovative Financing project will enable MDOT to perform an asset scan to evaluate potential transit-oriented
development (TOD) and parking optimization opportunities at commuter rail stations owned by MDOT. With the State of Maryland currently lacking in TOD, its existing transit assets and stations are not optimized to fulfil their role in connecting people, jobs, and opportunities. As a catalyst in driving TOD, MDOT is building a joint development program whereby it pursues TOD development on State-owned land adjacent to its transit systems. Currently, MDOT has more than 300 acres of State-owned land
adjacent to transit that is primarily serving as free parking lots for transit riders and adjacent uses.

Under the Wildlife Crossings Pilot Program, SHA (with DNR as a technical partner) submitted the Reducing Wildlife-Vehicle Collisions in Maryland Through Planning, Design, and Technology project, which would bring together SHA’s long-term goals of roadway safety and environmental stewardship with DNR’s leadership in wildlife conservation. The project will address the
impacts of development and habitat fragmentation to wildlife, as highlighted in the 2015-25 Maryland State Wildlife Action Plan (SWAP). It will build on strategies outlined in the MDOT 2050 Statewide Transportation Plan (STP) and the Strategic Highway Safety Plan (SHSP) to minimize environmental impacts and reduce roadway fatalities. Under the
FRA’s Railroad Crossing Elimination (RCE) Grant Program, MDOT
submitted the Rosedale, Maryland Grade Crossing Improvement project, which would
address critical safety issues at four private highway-rail grade crossings in Baltimore County that have experienced a higher-than-average number of incidents, including an National Transportation Safety Board investigated collision. For this project, MDOT will partner with CSXT and Baltimore County.
Under the FAA’s Contract Tower Program, MAA submitted the Martin State Airport (MTN) Air Traffic Control Tower (ATCT) Replacement project, which would replace the 82-year-old ATCT, one of the nation's oldest, greatly improving overall controller line-of-sight, depth perception, ADA compliance and
working environment. The new tower will be a stand-alone facility located near the airfield midpoint, on an elevated site providing climate change and operational resiliency. National Electric Vehicle Infrastructure (NEVI) Program Round 1 - Conditional Awards Announced for Maryland!
The Bipartisan Infrastructure Law, enacted as the Infrastructure Investment and Jobs Act (IIJA), Public Law 117-58 (Nov. 15, 2021), includes important new programs to address climate
change by reducing carbon emissions. Among these programs is a national Electric Vehicle (EV) Charging Program to provide funding that FHWA shall distribute among the states to strategically deploy EV charging infrastructure and to establish an interconnected network to facilitate data collection, access and reliability. On July 10, 2024,
Governor Wes Moore issued a press release to announce conditional awards for 23 projects spanning 15 counties in Maryland. These projects will use more than $12.1 million in federal investments to install public, convenient and reliable DC fast chargers along the state’s designated EV Alternative Fuel Corridors. MDOT’s Transportation Resilience Improvement Plan (TRIP) illustrates MDOT’s resilience strategy, offering comprehensive goals and strategies to advance resilience improvements across the State. FHWA’s MD Division Office has accepted this document and the current MDOT PROTECT Priority Resilience Project List, which allows MDOT to reduce the
non-federal share to 10% when compared to the typical 80/20 federal/state split. MDOT encourages local jurisdictions and MPOs to include resilience projects in their Priority Letters. If the projects are included on the MDOT priority list and are incorporated into the STIP/TIP, local agencies can benefit from the reduction in
non-federal share when applying for discretionary funding under PROTECT.
