News & MDOT Awarded Projects
On October 24, Hagerstown Regional Airport (HGR) was awarded $5.25M from the Federal Aviation Administration (FAA) under the Bipartisan Infrastructure Law (BIL) Airport Terminal Program, which will enhance operational efficiency and provide the necessary space to support both the current airline and any potential future air carriers, positioning HGR for long-term success. The expansion will focus on the terminal’s east side, adding more ticketing counters, expanded passenger
queuing areas, and additional space for leasable concessionaire counters. Additionally, behind-the-scenes areas will be expanded to better accommodate the space needs of airlines, their personnel, and essential equipment. On October 31, Wicomico County has been awarded $800,000
by the U.S. Department of Transportation (USDOT) under the Small Communities Air Service Development
Program (SCASDP) or “Small Community Program." The funding will be used to support a new flight route from Salisbury Regional Airport (SBY) to Orlando International Airport (MCO). A copy of the Proposal can be downloaded here.
On October 29, the Maryland Department of Transportation (MDOT) was awarded up to $800,000 from the Federal Railroad Administration (FRA) under the Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program to support the Maryland State Trespassing Safety Study, which includes an assessment of trespassing incidents on active railroad rights-of-way across the State. The project will enhance safety as the project will develop a program of data-driven approaches of varying cost and complexity as a toolbox for reducing injuries and fatalities associated with trespassing on railroad property and providing a safe transportation
network. On October 31, the Maryland Transit Administration (MTA) and the University of Maryland (UMD) were awarded $1,649,931 from the Federal Transit Administration (FTA) under the Pilot Program for Transit-Oriented Development (TOD) Planning for the Preparing for the Purple Line: An Anti-Displacement Plan. This funding will allow MTA and UMD to create a plan focused on retaining homes and small businesses along the Purple Line light rail system. The Plan will include strategies to address displacement caused by the new light rail line, currently under construction in Montgomery and Prince George's counties, in low-income areas to maintain housing affordability, green space and environmental
amenities. State Highway Administration (SHA) was awarded $31,933,577 by the Federal Highway Administration (FHWA) under the
Low-Carbon Transportation Materials (LCTM) Grants Program on November 14, 2024 for the Material Progress: Advancing Maryland's Carbon Reduction Strategy Through Low-Carbon Transportation Materials project, which will accelerate the adoption of low-carbon materials and
products with lower embodied GHG emissions on federal-aid eligible construction projects in Maryland. With support from FHWA, MDOT can expedite decarbonization by launching pilot projects that will position Maryland to scale up its use of these materials to meet its climate goals. - The Baltimore Penn Station: Master Plan Completion Project (up to $122,680,000) includes comprehensive renovations and restoration of the existing, historic headhouse building interior at Baltimore Penn Station in Baltimore. The scope includes construction of a new entrance and headhouse
along Lanvale Street, which will connect to the existing station concourse and include a waiting area and new Amtrak operations facilities.
- The Bridge to Burgos Catenary Renewal (Mid-Atlantic Division South Catenary Renewal: Baltimore-New Carrollton) Project (up to $96,709,440) will replace approximately 100 miles of
catenary wire between Baltimore and New Carrollton. Once complete, the project is anticipated to reduce catenary-related delays by at least 80 percent in this segment of the Northeast Corridor.
- The Mid-Atlantic South Signal System Upgrades to 562 Project (up to $17,791,015) will provide a new, in-cab signal system to replace the existing
wayside signal system along a heavily traveled segment of the corridor, between South Bowie and Washington, D.C. Once constructed, the project will retire the wayside system with upgraded in-cab signals that will improve reliability, operational flexibility and speeds.

MDOT has announced the Maryland Electric
Vehicle (EV) Infrastructure Installation Partnering Form, now available through the EV Plan website. The form is a new resource to encourage potential partnership and collabortation among organizations that are interested in installing publicly available EV charging stations throughout the State. The ‘List of Partners’ gathered through the form will be updated regularly so that interested organizations can reach out directly to those identified on the list about teaming
opportunities. For those interested in partnering with a site host, MDOT recommends utilizing the EV Charger Siting Tool to
determine if sites may be a good candidate.
