This newsletter highlights some of the key plans and programs that MDOT is releasing today, including: - the Final Maryland Consolidated Transportation Program, which lays out the FY 24 – FY 29 program for MDOT;
- the updated Maryland Transportation Plan, the Department’s long-range plan;
- the new Maryland Attainment Report, which evaluates our performance on measures aligned with the goals of the new MTP; and
- the updated Maryland Bicycle and Pedestrian Master Plan, which aims to make walking and biking safer, more convenient and more equitable throughout the state.

The State Report on Transportation
We are pleased to share the new 2024 State Report on Transportation (SRT). The SRT contains three important documents: the Final FY 2024 - FY 2029 Consolidated Transportation Program (CTP), the updated Maryland
Transportation Plan (MTP), and the new annual Attainment Report (AR) on Transportation System Performance. Every year, MDOT submits the State Report on Transportation to the Maryland Legislature on the third Wednesday in January as part of the Governor’s budget submission. This year, these reports were submitted to the Maryland General Assembly on Wednesday, January 17 and can be found at: www.ctp.maryland.gov. |
The Final FY 2024 - FY 2029 CTP Report
The Consolidated Transportation Program (CTP) is Maryland's six-year capital budget for transportation projects. The CTP contains projects and programs across the Department. MDOT had to make difficult decisions in order to balance the current budget. The reductions in both the operating and capital budgets were not made lightly following input from residents, elected officials, business and civic leaders and key industry stakeholders during the fall CTP meetings. MDOT developed the following priorities to guide the necessary reductions to each administration’s capital program: fully fund federal match requirements for discretionary grants
and leverage each federal formula dollar, remove construction funding for any major expansion projects not advertised by the end of 2023 and reduce funding for system preservation activities as a last resort. Learn more by viewing the final CTP.
The Maryland Transportation Plan (MTP)
MDOT recently completed an 18-month update to the Maryland Transportation Plan (MTP), also known as "The Playbook," which is Maryland’s long-range transportation plan. The MTP guides the state's vision, corresponding policy, and investment
priorities for the next 20 years. Everyone relies on transportation. Marylanders depend on an interconnected system of facilities and assets that keep us moving and connected to jobs, goods, services and each other. The Playbook will improve how we move goods and services and connect people to the places where they live, work and play. The Playbook outlines Maryland’s vision to provide safe, reliable,
accessible, equitable and sustainable transportation options to Marylanders across the state. Please visit the website to learn more about the final Playbook.
The Updated Maryland Statewide Bicycle & Pedestrian Master Plan
The Maryland Statewide Bicycle & Pedestrian Master Plan (BPMP) has been updated in conjunction with the MTP and is being submitted this year with the State
Report on Transportation. The BPMP focuses on updating policies and practices to make it safer and more convenient to walk, roll and scoot. The final BPMP is available now on the MDOT website.

The new Annual Attainment Report (AR) on Transportation System Performance
MDOT is responsible for building, operating, and maintaining a safe and sustainable multi-modal transportation network. To accomplish this, the Maryland Transportation Plan (MTP) establishes a 20-year vision through a series
of statewide goals and objectives and the Attainment Report assesses progress annually through transportation system performance. With guidance from the Governor’s Attainment Report Advisory Committee (ARAC), MDOT updated the performance measures this year to align with the new goals, objectives and guiding principles in the Playbook.
The Maryland Commission on Transportation Revenue and Infrastructure Needs (the TRAIN Commission)
The Maryland Commission on Transportation Revenue and Infrastructure Needs (the TRAIN Commission) was established by Chapter 455, Acts of 2023, to review, evaluate, and make
recommendations on the prioritization and funding of transportation projects. The TRAIN Commission is holding in-person meetings in Annapolis. All meetings are livestreamed and available for later viewing on the Meetings Section of the Maryland General Assembly website or accessed through the MDOT website. Meeting agendas and materials are posted in
advance of each meeting. Keep up-to-date on upcoming meetings and other TRAIN Commission information here, including the interim report of the TRAIN Commission completed in December 2023.
