The State Report on Transportation |
The State Report
on Transportation contains three important documents: the Maryland Transportation Plan (MTP), the Consolidated Transportation Program (CTP), and the annual Attainment Report (AR) on Transportation System Performance. Every year, MDOT submits the State Report on Transportation to the Maryland Legislature on the third Wednesday in January as part of the Governor’s budget submission. These reports were submitted to the Maryland General Assembly on Friday, January 20th this year, due to the change
in Administration, and can be found at: www.ctp.maryland.gov. |
| The
Maryland Transportation Plan (MTP) is the Department of Transportation’s long-range (20-year) vision for transportation in Maryland, and is updated every 4-5 years. Note that MDOT will be updating the MTP in 2023 for a January 2024 submittal. |
| The
Consolidated Transportation Program (CTP) is the six-year transportation budget, which outlines the capital projects proposed for construction and the projects in the development and evaluation phase. |
| The
annual Attainment Report on Transportation System Performance outlines the performance of Maryland’s transportation system, focusing on the goals adopted in the MTP. The AR measures progress toward achieving strategic goals identified in the MTP through the investments outlined in the CTP. |
FY 2024 MDOT Grant Webinar MDOT will host a webinar providing an overview of grants available for FY 2024, including Transportation Alternatives, Safe Routes to School, Recreational Trails, Kim Lamphier Bikeways Network, Strategic Transit Innovative Grants and Highway Safety Programs. Federal Discretionary Grant Information Information and resources on transportation funding opportunities in the 2021 Bipartisan Infrastructure Law, enacted as the Infrastructure Investment and Jobs
Act (IIJA) (Pub. L. 117–58). The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), is one of the largest federal investments in infrastructure in nearly half a century. State and local governments will largely be responsible to prepare, design, and implement these projects. The bill not only increased funding
for existing programs but also created entirely new programs to meet today’s needs. To that end, MDOT invites you to join our monthly “Federal Discretionary Grant Information” newsletter to provide you with information and resources to effectively utilize these funds once they become available.

The Maryland Commuter Tax Credit Looking for a way to ease your employees’ commutes, improve your organization’s environmental impact, and save money? We have the solution! The Maryland
Commuter Tax Credit rewards employers that offer commuter benefits to their employees with a tax credit equal to half the monthly cost of commuter subsidies (up to $100 per employee per month). Employers may take advantage of the Commuter Tax Credit by offering qualified commuter benefits for Vanpool, Transit, Cash in Lieu of Parking, and Guaranteed Ride Home programs. University of Maryland Students Develop Interactive Site with Web App Tool to Improve Cyclist Safety in Prince George's County The Office of Planning and Capital Programming at the Maryland Department of Transportation (MDOT)—in cooperation with state, regional, and local agencies and
residents—works to plan, program, and develop a balanced transportation system. This work includes addressing bike and pedestrian access issues. As part of its mission to maintain safe roadways, MDOT wanted to examine the level of traffic stress (LTS) throughout the state. The LTS rating of a road segment or crossing indicates the traffic stress it imposes on bicyclists. To read the full story, click on the button below. |
The Bicycle and Pedestrian Master Plan The OPCP is leading the state’s Bicycle and Pedestrian Master Plan (BPMP) update. As required by law, the BPMP is updated every five years in coordination with the Maryland
Transportation Plan (MTP) update to identify goals and objectives to improve walking and biking conditions in the state. The MDOT’s team is currently evaluating existing conditions and practices to inform the next plan and will solicit public input in the spring. |
