The Draft Consolidated Transportation Program Draft FY 2023 - FY 2028 CTP Report The Consolidated Transportation Program (CTP) is Maryland's six-year capital budget for transportation projects. The CTP contains projects and programs across the
Department. The MDOT released the Draft FY 2023 - FY 2028 CTP Report on September 1. To read the Draft report, click the button below. Maryland Commuter Tax Credit Expansion Legislation expanding the Maryland Commuter Tax Credit program went into effect July 1, giving in-state businesses tax credits for
providing employees with additional commuting options. The legislation expanding tax credit opportunities was sponsored by the Maryland Department of Transportation (MDOT) and approved by the General Assembly during its 2022 session. The Maryland Commuter Tax Credit allows businesses to be reimbursed for up to 50% of employer provided commuter costs – up to $100 per employee. Legislation expanding the program allows additional employer provided commuter
options to qualify for tax credits, including employer-supported carpooling and teleworking; employee participation in “active transportation” (walking, bicycling or use of a scooter) as a commuting choice; and offseting costs of “last-mile” needs – helping employers pay for up to five miles of multimodal travel connecting an employee with a non-single-occupancy travel mode to or from work.
MDOT is authorized to
issue up to $1 million per fiscal year through the Maryland Commuter Tax Credit program. Click here for more details or here to view an informational video. Employer Partner Program Commuter Choice Maryland continues to seek state and
local organizations, nonprofits and private sector companies as partners for its Commuter Choice Maryland Employer Partner Program. Through the program, Commuter Choice Maryland partners with organizations to help them promote commuter benefits, and also recognizes employers across the state who are leaders in promoting alternative commuting options and benefits.
These partners are helping Maryland achieve important goals such as, reduced traffic congestion, cleaner air and fewer greenhouse gas emissions, as well as increased economic opportunity. incenTrip Mobile Application In 2021, Commuter Choice Maryland successfully launched the free, mobile application aimed at
helping Maryland commuters save time and money, while also earning cash rewards when they take transit, rideshare, or use other alternatives to driving alone during the peak commute times. Redeeming your earned points keeps getting easier with new options, including PayPal, a VISA gift card option, NIFT gift reward option, and the newest incentive, the WMATA SmarTrip credits.
NIFT rewards allow you to use your gift cards at many local businesses and online. New users can also now receive 500 points towards $5 in earned incentives just for downloading and registering a new account in the app! Maryland Zero Emissions Vehicle Infrastructure Plan (ZEVIP) |
In response to the Bipartisan Infrastructure Law (BIL), MDOT prepared the Maryland State Plan for National Electric Vehicle Infrastructure (NEVI) Formula Funding Deployment, describing how $57 million in federal funds will be allocated to EV charging
infrastructure in Maryland. The funds will be distributed in Federal Fiscal Years (FFYs) 2022 through 2028, with the primary objective of building out and certifying Maryland’s Alternative Fuel Corridors (AFCs). Once the AFCs are certified, funding may be used to build out additional community public charging infrastructure throughout Maryland. On July 15, 2022, The NEVI Formula Funding Deployment Plan was submitted to

Walking is an activity that’s part of daily life for many Marylanders, and is recognized as a healthy transportation choice. In fact, walking is Maryland’s official state exercise! But with issues of pedestrian safety and access, many communities
recognize that walking, and improving the walkability of our neighborhoods, require public attention and action. Join us for Maryland’s second annual WALKTOBER, a month where the Maryland Department of Transportation (MDOT) and partnering agencies will promote and host events and webinars across the state. These events and webinars will spotlight Maryland pedestrian safety, health, as well as commuting options available in current walk programs and
initiatives. Throughout October, working in coordination with several state agencies and other partners, MDOT will share informational resources and a series of free webinars, or Walkinars, that are open to all. The month also includes Walk Maryland Day on October 5th, a celebration that encourages all Marylanders to step out to enjoy walking or some other form of physical activity. Throughout Walktober, you can learn how to support walking and walkability in your

MDOT Releases Bicycle Level of Traffic Stress (LTS) Analysis MDOT is pleased to
announce the release of a statewide bicycle level of traffic stress (LTS) analysis. A goal of the 2019 Maryland Bicycle and Pedestrian Master Plan, the LTS analysis scores how bikeable a roadway is based on the type of bicycle facility, traffic volumes, and speed. The LTS results help provide a basis for understanding how accessible Maryland’s road and trail networks are for various cycling audiences. The LTS rating scale ranges from 0 to 5 (shown below), which reflects the
suitability for a particular bicycling audience. A facility with an LTS rating of “0” represents the most comfortable bicycle experience, such as road-separated, shared-use paths - suitable for bicyclists of all ages and abilities. A higher LTS score indicates higher levels of motorized traffic interaction, which is less inviting for most people.
The LTS analysis will help MDOT identify bicycle network gaps and improve connectivity, as well as help local agencies and stakeholders assess and prioritize network needs. MDOT invites local partners and stakeholders to use the LTS data in their planning and project development efforts. Based on nationally accepted standards, the LTS will be updated as more and better data become available.

MDOT Represented in ESRI 2022 Map Book Every year Geographic Information (GIS) Professionals/ cartographers descent upon San Diego for the world's largest conference of mapmaking and geospatial data networking. The reason for the trip is ESRI's annual user conference. ESRI holds the majority market share of GIS software (through its ArcGIS line). Their annual user conference is informative, fun, and over-the-top. Each year, tens of thousands of users from hundreds of countries come to San Diego to revel in data nerdiness and soak in
the sun and knowledge. After two years of virtual conferences due to COVID-19, the user conference was back in full swing this July. At the conference, every attendee (there were nearly 18,000 this year) gets a complimentary copy of ESRI's annual "Map Book." ESRI staff searched educational material, government forms, grants, plans, websites, etc. to pull in a curated cartographic collection "showcasing maps and
applications that use ArcGIS to evaluate the sustainability of resources, determine efficient transportation routes, mitigate the effects of natural disasters, and much more." This year, the 2022 edition included MDOT representation with a 3-dimensional map created by MDOT GIS Planner and award-winning cartographer Andrew Bernish. The map depicts the Maryland counties with the longest commute times (per US Census Data).
The counties are extruded in 3-dimensions to enable viewers to easily visualize and compare commuting times. The map was used in a MDOT presentation discussing economic development strategies for Maryland counties and used it to encourage and challenge counties to prioritize their own residents as they work to attract new job opportunities. |

OPCP Initiatives Maryland State Rail Plan The Maryland Department of Transportation (MDOT) has updated the Maryland State Rail Plan. State rail plans are required by the federal Passenger Rail Investment and
Improvement Act of 2008 (PRIIA), and the Fixing America’s Surface Transportation Act (FAST Act) of 2015, which specifies that state rail plans be updated every four years. Beyond the federal requirements, the Plan outlines public and private investments and policies that will ensure the efficient, safe, and sustainable movement of freight and passengers by rail. The Plan’s comprehensive list of rail projects will enable MDOT to work strategically with private railroads and other stakeholders to
address rail needs and support where possible. Maryland State Freight Plan MDOT is updating the Maryland State Freight Plan. The Maryland State Freight Plan examines existing and projected freight and supply chain conditions in the State
and identifies policy positions, strategies, and projects that can improve the efficiency and safety of freight movement throughout Maryland. A safe and reliable freight system is critical to Maryland’s supply chain, and can lead to lower costs for goods needed by consumers and companies to support a high quality of life and successful economy. Ensuring Maryland’s network of highways, railways, waterways, airports, and ports are prepared to handle current levels of freight movement, as well as
