The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is pleased to announce the opening of the FY2023-FY2024 grant cycle for the Maryland Jobs Access Reverse Commute (MD-JARC) program. This grant cycle will be for a two-year period beginning on July 1, 2022 through June 30, 2024.
The MD-JARC grant program is modeled after the Federal Transit Administration (FTA) grant program, Jobs Access Reverse Commute (JARC). By using transportation services, this program is designed to connect targeted populations with employment areas that have experienced significant growth.
There will be a grant application webinar on February 17, 2022, at 11:00 am during the virtual Transportation Association of Maryland (TAM) Winter Series Program. While the workshop is not mandatory, it is encouraged. Registration is available

Completed applications for the MD-JARC program must be submitted via the
MDOT MTA Grant Portal no later than April 27, 2022, by 4:00 pm.
A total of $2 million in state funds over five years has been allotted for the MD-JARC program; no more than $400,000 per year is to be used for this program. Seventy percent (70%), or $280,000 per year is to be used in the urbanized areas, while thirty percent (30%), or $120,000 per year is for the rural areas. For FY2023 and FY2024, there will be a total of $800,000 available for the two-year period.
The MDOT MTA will award grants based on funding availability, the number of eligible applications received, and the quality of the proposed projects. The minimum award amount will be $10,000 each year of the grant cycle.
To be eligible for the MD-JARC grant, recipients must have:
- Private Non-Profit 501c3 organizations,
- Local Transit Systems, and
- One or More Employers/Corporations (that implement a job access and reverse commute project/program).
The targeted populations for this grant include those that:
- Reside in low-income areas (see maps here);
- Have limited or no access to use of a personal vehicle; and
- Reside in an area that has limited access to fixed route services.
